NJN to Congress: Reject the NDAA Scheme to Insulate Israel from Accountability
July 15, 2026 — New Jewish Narrative opposes provisions in the House and Senate versions of this year’s National Defense Authorization Act (NDAA) that would establish a new framework of US-Israel defense coproduction, including a formal “US-Israel Defense Technology Cooperation Initiative” inside the Pentagon. These provisions are intended to insulate the Israeli government from accountability by creating structural entanglements between the US and Israeli defense industrial bases beyond the reach of oversight, condition, or consequence.
The actions of the Israeli government – its brazen disregard for human rights, American interests, and legal norms – require the US to apply more pressure to change Israel’s behavior. But the provisions in the NDAA would do just the opposite: They embed US funding for Israel’s military in Pentagon procurement and scatter it across thousands of separate defense contracts and coproduction agreements. The end result is that US support for the Israeli military will be nearly impossible to condition, stop, or detangle from American defense needs.
NJN urges members of Congress to vote “No” on the NDAA as long as these provisions are in the bill and to oppose similar efforts to insulate the Israeli government from accountability over its actions.

“Americans are appalled that our tax dollars support the Israeli government’s actions in Gaza and the West Bank. But, instead of figuring out how to apply pressure to get the Israeli government to change its behavior, some in Congress want to pass a scheme to insulate Israel from pressure. That’s the wrong move. Members of Congress should oppose the NDAA until this language gets removed.”
